Scrutiny Would Be Applied

Under the buyout amendment, sponsored by Sen. George Voinovich, R-Ohio, agencies would have to submit for Office of Personnel Management approval any buyout plans. They would have to specify the positions and functions to be targeted, the categories of employees who would be offered incentives, the number of payments to be offered and a description of how the agency would operate without those positions. Payments could be targeted by organizational units, occupational series or levels, geographic location, skills, knowledge or other job-related factors, or any combination of those factors. As in most other buyout authorities, there would be a requirement that anyone taking a buyout and returning to government employment or in a personal services contract would have to repay the full pre-tax amount. Limited waivers would be allowed for rehired employees but not for those returning as personal services contractors.
