Several Provisions Could Impact Jobs

The White House also opposes language that would repeal the longstanding moratorium on “Circular A-76” studies comparing in-house costs to contractor bids for commercial-type work—which often have resulted in federal jobs being contracted out. “OMB continues to work with DoD and other agencies on efforts to ensure the most effective mix of federal employees and contractors and believes more time is needed for efforts to ensure core in-house capabilities for critical functions before the moratorium is lifted,” the statement said. The White House also renewed its pitch for another round of base realignments and closures. The administration has requested such authority for a number of years in a row, saying DoD is carrying 22 percent excess capacity at an unaffordable cost, but Congress has refused, citing the disruption, under-estimated upfront costs and over-estimated long-term savings of prior rounds—which caused the loss or transfer of many thousands of civilian DoD jobs. The White House stressed that its current proposal would emphasize closings and reorganizations that would break even within five years.
