Under decisions previously made, the number of GS localities will remain the same in 2006 at 32, although the makeup will change. The Kansas City, St. Louis and Orlando areas no longer will have their own locality pay; they will be folded into the “rest of the U.S.,” the locality area covering areas not in one of the designated metropolitan zones. Because their localized raises brought them above the RUS rate, those three cities would get increases below the 2.83 RUS figure of 2.25, 2.49 and 2.8 percent, respectively, if the raise is split as expected. Those localities are being ended because data showed their labor market conditions no longer warranted separate adjustments. Meanwhile, three new areas are being added: Buffalo, Phoenix and Raleigh. Raleigh stands to get the highest raise of all localities, 5.62 percent, while Buffalo would get 3.75 percent and Phoenix 2.95 percent.
