Some Guarantees Included

Regulations from the Office of Personnel Management will be needed before the new SES pay system can be put in place. The DoD measure guarantees that SES members would not suffer a reduction in pay in the first year afterward, and also provides that they would not suffer pay cuts if they move from an agency using the higher pay cap to one with the lower pay cap. However, under the pay-for-performance system, SES members no longer would automatically get the same across-the-board and locality raises as general schedule employees. The pay caps would go up along with raises for members of Congress and political appointees, but whether individual executives would get raises in a given year would be determined by their performance ratings.
