Some Indicators Not Budget-Related, Though

While many of those issues can be tied directly to the budgetary situation, employees also are increasingly sour on several topics not directly related to money. Only 31.6 percent say promotions in their work units are based on merit and only 28 percent said steps are taken to deal with poor performers, the former down about 4 points over two years, the latter down about 3 points. Similarly, only 40.8 percent said organizational leaders generate high levels of motivation and commitment in the workforce, down from 45 percent over two years. However, responses have held about steady on supervisors treating employees with respect and supporting their work/life needs. The one notable increase among the 84 topics surveyed: satisfaction with telework was up to 75.6 percent, from 69.7 in 2011 and 72.8 in 2012.
