Although DoD still has not released department-wide results of how employees who are covered by the national security personnel system fared in performance-based raises last month, the Air Force has released some data, showing that 96 percent of its participating employees scored at level 3 or above in the five-level NSPS rating system and thus were eligible for performance-based payouts. Under NSPS, an employee must get a rating of at least 2 or above to get any raise, and at least 3 or above to get a performance-based increase in addition. Those rated a 3, 4 or 5 get performance payouts based on a shares system.
