Still Waiting on Pay Order

One other order that is expected to come out soon is the annual White House pay order. That will finalize the split of the general schedule raise between an across-the-board component and locality pay and pave the way for the release of GS pay tables by locality, as well as tables affecting SES and other senior positions, law enforcement officers and other specialized pay tables. An average 3.9 percent GS raise was enacted into law in October, so there has not been any doubt about the overall size of the raise for some time; however the final pay order, a routine action, is needed to carry out the law.
