Telework Proposal Advances

In the latest bid to light a fire under the federal telework program, the Senate Homeland Security and Governmental Affairs Committee has approved a measure that essentially creates a presumption that federal employees are eligible to work from home or from satellite offices at least part time. The measure, S-707, would put in law a requirement that agencies establish telework policies, determine eligibility of their employees and notify the employees of that decision. Exempted from eligibility would be employees whose official duties require that every work day they directly handle secure materials or work in on-site activity that cannot be handled from an alternative site. The measure also would impose new training requirements for employees and their managers, create a telework managing officer in each agency to oversee the program and require agencies to report on their use of telework. OPM recently undertook many similar initiatives on its own but sponsors of the bill want to put the force of law behind the policy.
