OPM has ordered FEHB carriers to put in place a series of protections against fraud, waste and abuse such as claims for services that were not provided. Among other steps, carriers are to establish hotlines for use by enrollees (as well as by their own employees) to report allegations of misspending; have safeguards to protect enrollees’ personal information against identity theft; inform their enrollees about their policies through their communications; use software designed to detect fraud in claims; train pertinent employees on techniques to detect overcharges and similar waste; investigate allegations and keep records of them; and cooperate with investigations by OPM’s inspector general’s office. The guidance consolidates and broadens earlier directives on the issue.
