VA Rights Also Considered

Meanwhile, Congress is considering expanded bargaining rights for certain VA "Title 38" nurses and other medical professionals, with language to allow grievances and negotiations over some compensation-related matters having cleared the Senate committee level. The amendment to a veterans benefits bill (S-3325) is designed to address anomalies under current law under which employees in some occupations may challenge decisions on matters such as assignments that carry entitlement to overtime pay, while employees in similar occupations—or in the same occupations in other agencies–may not. The language and a House counterpart bill (HR-5543) would not allow direct bargaining over pay rates, however.
