Wider Civil Service Reform Idea Idles

To date the Bush administration appears to have gained little discernable traction on Capitol Hill for its idea to expand government-wide the types of civil service reforms now being put in place at the Defense and Homeland Security departments, leaving in question whether such an initiative will make progress this year. The administration still has not proposed a specific set of reforms to be introduced as legislation, although officials have indicated that the White House favors elements common to DoD and DHS including pay banding, pay for performance and streamlined disciplinary and employee appeal procedures. However, at a recent hearing of the House federal workforce subcommittee on the DHS plan, the panel’s new chairman, Rep. Jon Porter, R-Nev., said that “moving the rest of the federal workforce outside the general schedule into a new performance-based compensation framework is an issue for another day. It is very important that we get this right and we will spend the requisite amount of time overseeing the system’s implementation to ensure its success.”
