The Army Human Resources Command has made the Non-Commissioned Officer Evaluation Report (NCOER, DA Form 2166-9) available online, as of Jan. 1. With the change, soldiers with “through dates” of Jan. 1 now can begin preparing their NCOERs. Training modules for the forms’ use is available on the command’s Web site, www.hrc.army/mil/.
