Although the Army is not mobilizing the Individual Ready Reserve (IRR), it is issuing muster orders for a test group of 5,000 of them. The effort follows an earlier attempt to contact IRRs which was flawed because the Army had not insisted that IRRs inform authorities of address changes. In addition, that callup found some IRRs to be physically unfit for duty, others with personal problems that prevented them from serving, and some who had died. IRRs are members honorably discharged after completing their active duty time but who have not completed a full eight-year commitment to service. Once the test muster is complete, the Army will contact the remainder of the 78,000 IRRs.
