Bill Would Help Sexual-Assault Victims

The Senate and House each are considering a measure that would simplify the benefits process for veterans who are victims of sexual assault. Under the measure, veterans could qualify for care from the Department of Veterans Affairs simply by providing a diagnosis of a mental-health condition, and a link between an assault and the condition. Sen. Jon Tester, D-Mont., and Rep. Chellie Pingree, D-Maine, sponsored the bill, known as the Ruth Moore Act after a veteran who spent 23 years trying to prove to the VA that she suffers from mental illness after being raped shortly after joining the Navy. The bill is pending before the Senate and House Veterans’ Affairs committees.
