Under direct order from Defense Secretary Chuck Hagel, the Defense Department will undergo a thorough review of the military justice system – including the Uniform Code of Military Justice (UCMJ) and the Manual for Courts-Martial. Andrew Effron, who formerly served as chief judge of the U.S. Court of Appeals for the Armed Forces, will spearhead the effort. Each armed service has assigned experienced lawyers from their staff judge advocates’ corps to the committee Effron will chair. The review should take about a year to complete.
