House Passes 2011 Defense Bill

The House passed its version of the 2011 National Defense Authorization Act, H.R. 5236, on June 2. Key provisions include a 1.9-percent pay raise for all service members beginning Jan. 1, 2011, full funding for TRICARE, no fee increases until Sept. 30, 2011, extension of TRICARE coverage for dependent children until they reach age 26, and payment of retired pay and annuities on the first day of the month. The measure also calls for a 25-percent increase in the number of mental-health care providers, and repeal of the "don’t ask, don’t tell" policy which bars homosexuals from serving but allows service members to keep their private lives confidential on official forms. The Senate Armed Services Committee marked up its version of the defense bill last week. Once the full Senate votes on it, the two houses will meet in conference to reconcile their differences before submitting a final measure to the White House for President Obama’s signature.
