Navy Sets Permanent Makeup Guidelines

Sailors who wish to pay for permanent cosmetic makeup may do so at their own expense, but must adhere to procedures and policy, according to a recent administrative message distributed to the fleet. “Permanent makeup is authorized for eyebrows, eyeliner, lipstick, and lip liner only,” states NAVADMIN 304/09. “It shall be in good taste, blend naturally with the skin tone and enhance a natural appearance. Exaggerated or faddish cosmetic styles are not authorized,” the message continued. Before female service members get permanent cosmetic treatments, they must submit requests through their chain of command.
