Overseas Basing Commission: Balance School Systems

In its final report to the President, the Overseas Basing Commission emphasizes that, as massive American forces overseas are relocated, local overseas school systems must be held together, and teachers who have served in one community will have to decide whether to transfer elsewhere abroad or return to the United States. More of a concern, the report continues, schools in the United States will need to prepare for the influx of large numbers of children arriving from overseas, and plans for transitioning students in both sending and receiving schools – which it calls “last day – first day” – must be in place. The commission notes that the relocations will entail local government decisions about constructing more classrooms, hiring more teachers, and contracting out services for education-related support. This will, in turn, require advanced planning including public review and political decisions.
