Pay Panel Builds ‘Architecture”

The Defense Advisory Committee on Military Compensation met in Washington July 20 to hear presentations about current military compensation programs and recommendations to improve them. The committee is tasked with creating an architecture for the entire military compensation system, from which it will create recommendations, said retired Navy Adm. Donald L. Pilling, committee chairman and former vice chief of naval operations. A sampling of areas of consideration: whether housing allowances should be set based only upon rental costs or also on home buying considerations; how to create an equitable pay and benefits plan for Reservists without alienating their active-duty counterparts; how to improve employment assistance for military spouses; how to balance cash incentives and deferred benefits; and the possibility of streamlining and simplifying the myriad of special and incentive pays.
