Prayer Issue Stalls Authorization Bill

At press time, wrap-up of the fiscal 2007 National Defense Authorization Bill was said to be awaiting the House-Senate conference committee’s consideration of a House provision involving prayer at military functions. The provision, supported by Rep. Walter B. Jones, R-N.C., and Rep. Duncan Hunter, R-Calif, the chairman of the House Armed Services Committee, would allow chaplains in each of the services to offer sectarian prayers at functions requiring mandatory attendance. Chaplains generally make sectarian prayers only at worship services where attendance is voluntary. The Senate’s version of the authorization bill contains no similar provision.
