The Obama administration is requesting $126.5 billion in funds for fiscal year 2016, roughly 45 percent of which would cover military-personnel costs. Should Congress approve the request as is, the funds would cover an active-component end strength of 475,000 soldiers. Army Guard strength would be reduced to 342,000, down 8,000 in one year. The request includes funding for 19 combat training center rotations – 17 active-force and two National Guard, and increases professional military education spending by 21 percent as well. Modernization of aircraft and vehicles would continue, with $308.3 million allocated for initial production of 450 new Joint Light Tactical Vehicles.
