The service secretaries, all appointees of former President Bush, have agreed to remain on the job for the time being. Pete Geren and Michael B. Donley, the secretaries of the Army and Air Force, will stay until successors are nominated and confirmed by the Senate if necessary. Secretary of the Navy Donald C. Winter will stay until March 13 unless he is relieved earlier.
