Group Calls for Investigation into Consultant Use in Suspension Proceedings

The Project on Government Oversight is calling attention to a contract awarded to CACI, Inc., last summer to provide six "contractor contract specialists" to the office of the chief acquisition officer to assist with suspension and debarment cases involving other contractors.

The group said senior government employees with knowledge of CACI’s work told it they were concerned because using CACI placed it in a position to have unfair access to sensitive data about its competitors, and could also affect the standing of other contractors regarding future work.

CACI, which supplied interrogators to the Abu Graib prison, has recently been considered for suspension and debarment itself.

POGO general counsel Scott Amey called it "another example of the government being run by contractors," and called for an investigation to force GSA to explain the contracting decision, which was awarded without competition though a consulting service schedule.

GSA supplied POGO with information on the contract in response to a freedom of information act request but had redacted rate and hour details — though it said it found out each consultant earned about $57,000 for three months of work.
