The Office of the Director of National Intelligence has announced certain intelligence employees will be rated for how well they share terrorism-related information with one another as part of annual performance reviews.
It said the policy applies to federal agencies that are members of the Information Sharing Council or handle terrorism-related information, and to employees responsible for sharing the information or supporting those activities.
The policy directs agencies to work with HR departments to add items about information-sharing skills and behaviors to performance appraisals, and "competencies" in that area are to be added for specific job categories.
The changes are expected to be in place for the fiscal 2009 review cycle.
OPM released official guidance for the changes in September, called, "Inclusion of Information Sharing Performance Evaluation Element in Employee Performance Appraisals."
"This guidance furthers our efforts to remove cultural barriers and create incentives to encourage collaboration that is so critical to our counterterrorism efforts," said the program manager for the information-sharing environment, Ambassador Thomas McNamara.
