Recognizing that past building projects have “exceeded
minimum functional requirements,” depleted the agency’s
operations budget, and expected too large of a federal
contribution for construction and maintenance, NPS said
it would implement a comprehensive review process to
ensure that new projects are always essential and sustainable.
NPS said it would implement service-wide training, as
well as project-tracking and accountability systems to
be incorporated into the performance plans of regional
directors and superintendents.
According to the draft plan, the service will only
proceed with projects that the appropriate manager has
determined meets priorities and is consistent with the
management plan, that partners can raise promised funding,
that expected contributions from the park service have
been prioritized in the five-year capital plan, and that
operations costs are sustainable.
