An October 7 memo from Deputy Secretary of Defense Gordon
England directs the establishment of the Defense Business
Transformation Agency to better manage DoD’s business
transformation.
The memo calls for the Deputy Undersecretary for Business
Transformation and the Deputy Undersecretary for Financial
Management to act as the BTA Director until one is appointed.
They will report to the Undersecretary of Defense for
Acquisition, Technology and Logistics.
A new Defense Business Systems Acquisition Executive will
also be established as part of the BTA, to be filled with a
two-star general or equivalent senior executive, who will act
as the Component Acquisition Executive for enterprise business
systems and initiatives, according to the memo.
Projects, programs and initiatives being transferred to the
BTA include the Business Enterprise Information Service,
Defense Travel System, Automated Purchase System, and Defense
Integrated Military HR System.
The new office will also integrate the work of the Principal
Staff Assistants of the Office of the Secretary regarding
business process re-engineering, core business mission
activities and certain Investment Review Board matters — as
well as ensure the consistency and continuity of the department’s
core business missions, the memo said.
