Under the DHS telework policy, the DHS secretary is
responsible for ensuring that the department complies
with any applicable laws, regulations, and executive
orders, and resolves major issues of non-concurrence.
The under secretary for management is responsible for
program management and administration, while the
department’s chief human capital officer establishes
telework policy, oversees program administration, advises
the secretary and under secretary on management, provides
and interprets DHS policies and standards for telework
programs, and gives DHS officials technical assistance and
consultative services on complex teleworking issues, the
directive said.
It said the head of DHS organizational elements is to
develop specific implementation guidelines including a
requirement for a written agreement between the supervisor
or manager and employee that outlines the terms and
conditions of the arrangement.
The OE head also is required to designate an OE telework
coordinator, and prepare, maintain and report any
necessary program data for the chief human capital officer.
