The adjutant general of the Alaska National Guard resigned Sept. 6, following a report by a federal inspector general that outlined a litany of ethical problems. Maj. Gen. Thomas Katkus submitted his resignation at the request of Gov. Sean Parnell, who had authorized the investigation that provided the factual information contained in the report. Among the findings:
• Sexual-assault victims do not trust the system, because of command-influence issues;
• Leadership in equal-employment and equal-opportunity programs is lacking;
• Fraudulent activity, including embezzlement for personal gain, took place at high levels;
• Evidence pointed to favoritism, ethical misconduct, and fear of reprisal for whistle-blowers;
• Guard leaders were not doing enough to administer justice to those guilty of misconduct.
