This spring, the Army will kick off a $250 million program to upgrade the Army’s most deficient barracks. Targeted are 177 barracks that were identified as “red,” or substandard in an Installation Status Report. Those facilities are destined to move from “red” to “amber” within a year. Soldiers most likely to be affected during the renovations are those at locations remote from their families. During the process, some will be moved out of barracks and off post, and some junior enlisted Soldiers may be authorized Basic Allowance for Housing, said George Lloyd, a strategic planner for Unaccompanied Personnel Housing. “We’ve identified about 20,000 individual Soldiers’ units we feel are critical, or ‘red’,’” Lloyd said. After the quarters reach amber, they will become targets for “1+1 standard” which will provide a home-like atmosphere for Soldiers in the barracks environment.
