Certain Navy lieutenants who are intelligence officers can now extend their contracts for five years and earn a $40,000 critical skills retention bonus. Eligible are active-duty lieutenants commissioned in 2002, and some lieutenants commissioned in 1999, 2000 and 2001. They all must have completed six years of commissioned service. An initial $20,000 of the bonus will be paid at the first year of the contract, followed by $5,000 in each of the following four years. Applications are due not later than Nov. 1.
