The Coast Guard promoted its vice-commandant, Charles D. Michel, to admiral June 1. Michel’s promotion marks the first time the service’s second-in-command will hold a four-star rank. The move places the Coast Guard vice-commandant on an equal footing with counterparts in the four other armed services. Duties include managing Coast guard operations, strategy, policy, guidance and resources. Michel, a Brandon, Fla., native, holds a law degree from the University of Miami.
