The House 2013 defense-spending bill also contains provisions that would fund “future capabilities.” Bill provisions support: advance procurement of EA-18G Growler aircraft for the Navy; further development of measures to counter improvised explosive devices (IEDs); full funding of the proposed Army Ground Combat Vehicle; funding for 50 AH-64 Apache helicopters, 59 UH-60 Black Hawk helicopters, 44 CH-47 Chinook helicopters, 29 F-35 Lightning II aircraft, 26 F-18 E/F Super Hornets, 36 MQ-9 Reaper unmanned aircraft systems, and more V-22 Osprey tilt-rotor aircraft. National Guard and Reserve units would receive more dual-use equipment. The Navy would receive funding for multi-year procurement of 10 Virginia-class submarines, rather than nine; and 10 DDG-51 Arleigh Burke-class destroyers, up from nine as well. The bill also limits how much money DoD can spend on development of biofuel refineries, until they receive matching funds for such projects from the Energy and Agriculture departments.
