The Republican-controlled House version of the 2013 defense-spending bill also rejects the Obama administration’s plan to increase fees for retiree health-care coverage under TRICARE, the military’s managed health-care program. The bill does allow for “modest” increases in pharmacy co-payments in 2013, as well as future hikes that cannot exceed the cost-of-living adjustments (COLAs) retirees receive each year.
