The Marine Corps issued new guidelines to commanders, aimed at delivering combat valor awards as quickly as possible to Marines and sailors who earn them. The new guidelines apply to the air medal with individual action combat "V" and higher, which are based on direct combat action with the enemy. The service intends to reduce processing time for all such awards, with recommendations for the Navy Cross and Silver Star medals reaching Headquarters Marine Corps within six months of the date of action. Details are contained in MARADMIN 392/12, available online at www.marines.mil. Among the new requirements:
* Officers who learn of valorous action should submit a documented recommendation up the chain of command within 45 days. When circumstances prevent meeting the deadline, officers must provide explanations.
* The service will provide updated explanations of what is required for effective award recommendations, and common mistakes that occur.
* Upon receiving recommendations, commanders have 21 days to either endorse them or return them for corrections of discrepancies.
