A revised officer-promotion phasing plan takes effect Oct. 1. Now, active-duty officers selected for promotion to captain, commander, and lieutenant commander will be promoted at a rate of three percent per month for 11 months. The remaining officers will have to wait until next September to pin on their new ranks. Officers selected for promotion in fiscal 2011 – from Oct. 1, 2010 to Sept. 30, 2011 – will be promoted during that year, Navy personnel officials said. Previously, five percent of officers selected for promotion to 0-4, 0-5, and 0-6 were promoted during the first eight months of the year, while another 15 percent per month were promoted during the remaining four months.
