Sailors now have clear details regarding the requirements they must meet in order to qualify for the Basic Needs Allowance (BNA). The Navy issued guidelines – which are in line with those of the other services – in a recent administrative notice. The allowance took effect Jan. 1 and is intended help service members and their families stay above the poverty line.

Sailors whose gross household income is no higher than 130 percent of the federal poverty guidelines would qualify. They must be enrolled in the Defense Enrollment Eligibility Reporting System (DEERS) and listed on their legacy dependency application/record of emergency data. Also, they must voluntarily apply for BNA and are certified by their MyNavy Career Center.

Those who have not completed initial entry training (IET), do not have dependents, have annual gross household incomes higher than 130 percent of the federal poverty level, or are midshipmen or ROTC candidates, do not qualify for BNA.
