The high-year-tenure (HYT) policy, which sets the maximum number of years enlisted sailors can serve at a given rank before they must advance, separate, or retire, has changed. As of July 1, all active-duty, full-time support and selected-reserve sailors in pay grades E-1 and E-2 have four years to move up or out. For active-duty and full-time support E-3s, the HYT limit is five years. Active-duty and full-time support sailors in pay grades E-1 through E-3 who have passed the new HYT limit as of July 1 will be separated by next March 31, unless they receive a waiver or are advanced to a pay grade with a higher HYT limit. More details are available in NAVADMIN 198/12 and MILPERSMAN 1160-120 or on the HYT Web page on the Navy Personnel Command Web site at www.npc.navy.mil/CAREER/RESERVEPERSONNELMGMT/ENLISTED/Pages/HYT.aspx.
