A RAND Corporation report has addressed recruiting and accessions during the pandemic’s first six months. The research team also studied the number of enlistment contracts and quality of recruits in each month of fiscal year 2020 (Oct. 1, 2019-Sept. 30, 2020), relative to those in previous years. The study also considered changes in military personnel policies that were implemented during the pandemic.

Key findings include:

• An increase in Army end strength when compared to 2019. Accessions dropped and retention increased during that time. While the number of enlisted contracts decreased, the quality of recruits rose. The Army also took in more recruits with prior military experience than it did in 2019.

• The Marine Corps saw decreases in end strength, accessions, retention and the number of enlistment contracts compared to 2019. The quality of recruits, however, increased. The RAND report stated that major force-structure changes within the Marine Corps may have been a factor.

• End strength increased in the Navy compared with 2019. Accessions and retention changed slightly. The number of enlistment contracts decreased, while the quality of recruits remained unchanged.

• Air Force end strength, accessions and retention increased, as did the quality of recruits. The number of enlistment contracts decreased.
