The Navy is making changes to shipboard conditions for junior sailors in the aftermath of an investigation unveiled serious quality-of-life issues they endured on the carrier George Washington.

Included are increased access to mental-health services, and better off-ship housing, food services and parking. Wi-Fi services will be improved as well, particularly in recreation areas. More will be done to provide first-enlistment sailors with activities away from shipyards.

The Navy also issued a list of additional guidelines. Sailors should:

• Be provided with strategies aimed at fostering their mental and physical health.

• Be able to go to sea.

• Be able to live off the ship while the vessel is in an industrial environment.

• Have access to convenient, nutritious and affordable food while assigned to a vessel in the shipyard.

• Have access to convenient and free high-speed WiFi while in unaccompanied housing and recreation centers.

• Be given “full, direct support” when they cannot perform assigned duties.
