The Navy has signed a contract approaching $300 million with a local construction firm to upgrade housing units at Anderson Air Base, Guam. The work is expected to continue through December 2028.

The authorization for the work comes on the heels of a report by the independent Project on Government Oversight (POGO) that exposed evidence of dilapidation in base housing units at Anderson.

In the POGO report, Navy Secretary John Phelan said he was “appalled” and “very upset” after viewing firsthand the exposed wires, mold, corroded plumbing and other maladies at the facilities he visited.

“I actually thought the buildings were condemned. When we pulled up to them and saw what shape they’re in, I was shocked,” Phelan said.

The visit prompted Phelan to order a worldwide review of conditions in Navy barracks and housing units.

Naval Facilities Engineering Systems Command (NAVFAC) Pacific awarded a $297,119,770 firm-fixed-price contract July 8 to Global Pacific Design Builders, LLC of Tamuning, Guam for the design and construction.

The project includes the design and construction of three or four-bedroom duplex and single-story family duplexes. Phase IX will construct up to 102 housing units and Phase X will construct up to 42 housing units.
