A bill to restrict the use of administrative leave for employees facing disciplinary actions is set for approval Wednesday (February 10) in the Senate Homeland Security and Governmental Affairs Committee.
S-2450 would generally require that employees be kept in their regular jobs, telework or be temporarily reassigned, except in rare cases where the agency determines they should not be working. The bill also would require OPM to issue regulations and report on current agency practices.
Also up for committee voting is S-236, to create a DoD base closings commission-like procedure to deal with duplication and overlap in federal programs cited by GAO.
The measure would require the President to submit to Congress a joint resolution implementing the GAO’s recommendations. The legislation would also require the President to provide Congress with a report that explains whether any GAO recommendations are excluded and the reason for their omission. Congress would then vote on the joint resolution within ten days.
Other bills before the committee involve disposal of excess federal property, the DHS headquarters construction project, electronic government, Secret Service personnel policies and whistleblower protections for employees of government contractors.
