While the Department of Defense’s space human capital strategy
provides strategic goals and objectives, its otherwise
results-oriented management approach lacks an implementation
plan that details specific actions, timeframes and evaluation
measures, the Government Accountability Office has said.
It said that without a complete implementation plan, DoD will
not be in a good position to assess how it is integrating
space personnel into a “cohesive DoD total force.”
“The military services vary in the extent to which they have
identified and implemented initiatives to develop and manage
their space personnel,’ said GAO, which is required by the
National Defense Authorization Act for fiscal 2004 to assess
DoD’s space personnel strategy and military efforts to develop
space personnel.
It said the Air Force and Marines have developed space human
capital strategies and designated organizational focal points.
The Air Force, with the largest number of space personnel,
approved its space human capital strategy in July 2003, and
is implementing its initiatives, according to GAO-04-697.
It said the other services are working on similar initiatives
and have completed some, but many will take years to fully
implement — for example, the Army’s and Navy’s personnel
development actions have been limited because they lack clear
goals, objectives, and organizational focal points.
