Federal agencies are complying with directives to take climate vulnerabilities and environmental justice into consideration when managing their buildings and other real property assets such as roads and dams, the GAO has said.

However, they must balance those directives—most of them from the Biden administration but others dating back to the Clinton administration—against “other considerations, such as addressing health and safety deficiencies and adhering to the terms and conditions of lease agreements,” it said.

A report said that all 13 agencies examined “have incorporated climate vulnerabilities as one factor, among many, into their existing processes for managing real property assets. he agencies typically ranked potential investments in real property assets based on these factors. Agencies may also consider climate vulnerabilities during regular maintenance activities and when planning renovation projects.”

Similarly, all those agencies are taking steps to “assess the environmental effects of their proposed actions” as well as to “incorporate environmental justice into other parts of their asset management processes, such as to inform budgeting and planning processes.”

In doing so, it said, they are using planning tools and data to identify climate vulnerabilities and environmental justice considerations relevant to their properties–for example, by overlaying maps of their physical assets with data on severe weather patterns and data on disadvantaged communities.

The report was designed as an assessment of such steps and made no recommendations.
