OPM has authorized agencies to use special hiring powers to fill temporary positions for recovery efforts related to the 2024 hurricane season, including for those already occurring, such as Helene and Milton, as well as any still to come.

The grant of authority, in a memo at chcoc.gov, authorizes agencies to make excepted service appointments of up to one year for individuals who will be directly involved with the recovery and relief efforts. An agency may extend these appointments without OPM approval up to an additional year, for a maximum of two years, it says.

“Agencies must apply veterans’ preference when filling positions under this authority and must have procedures in place for accepting applications,” it says, and must follow veterans preference pass-over procedures if seeking to select a non-preference eligible job candidate over a preference eligible one.

“Although public notice is not required when filling positions in the excepted service, agencies should conduct appropriate recruiting to meet their technical needs,” it adds the memo, which also reminds agencies that those hired for more than 90 days may be eligible for certain benefits.
