Many agencies are falling short in compliance with several aspects of the GPRA Modernization Act of 2010, GAO has reported, saying that part of the problem is unclear OMB guidance.
For example, GAO said that 14 of 24 agencies it reviewed did not describe their major management challenges in their performance plans as required by the law, in part because OMB has not clearly specified that requirement.
Similarly, it found that 22 of the agencies did not report complete performance information for each of their major management challenges. “Again, this may be in part because OMB’s guidance is unclear. As a result, it was not always transparent what these agencies considered to be their major management challenges or how they planned to resolve these challenges,” the report said.
One result is that the number of challenges identified ranged from none at the Nuclear Regulatory Commission to 17 at DoD. The most commonly cited challenges were acquisition and procurement, contract management and contractor oversight, cybersecurity, financial management, human capital management, improper payments, and real property management.
