OPM has reminded agencies of their obligation to support nursing mothers, in particular the requirement that employers provide a private space other than a bathroom for them to express breast milk.

The space is to be “shielded from view and free from intrusion from coworkers and the public. All federal agencies are required to provide employees a private space, permanent or temporary, consistent with these requirements,” a memo said.

It included an attachment listing best practices for such spaces, including the ability to lock from the inside, the type of seating, electrical outlets, a dedicated refrigerator and a sink with running hot water.

Further, it said, a 2014 White House memo requires agencies to expand the access to workplace flexibilities and work-life programs including break times for nursing mothers and a private space to express milk and support for nursing mothers, including worksite lactation programs and resources.

FEHB plans cover support to nursing mothers, including breast pumps and educational counseling. Agency work-life coordinators and benefits officers can assist employees and managers in finding out more about specific FEHB carriers’ benefits, the OPM memo said.
