A new book from the RAND Corporation calls for a
reorganization of the federal government in order to lay the
foundation for better design and the efficient
implementation of policy, as well as changes to the entry
process for top leaders and the development of a highly
skilled management corps, according to the book’s press
release.
“High-Performance Government: Structures, Leadership,
Incentives,” is a collection of essays – edited by the
Dean of the Pardee RAND graduate school, Robert Klitgaard,
and professor Paul C. Light, visiting the school from
New York University and the Brookings Institution
