Meanwhile, OPM has told agencies to submit reports on their activities under the Disabled Veterans Affirmative Action Program by December 1.

Under that program, agencies have the authority to give noncompetitive appointments to any veteran who has a service-connected disability of 30 percent or more and who meets meet all the qualification requirements for the position, including any requirement to achieve a passing score on a written test. Those appointed serve initially under a temporary appointment not limited to 60 days or less. If they perform successfully, they may be converted to a permanent position.

“Overall DVAAP Accomplishment Reports submitted for FY 2014 continue to show positive results by reflecting connectivity between programs areas, approaches, and commitment to enhancing agency programs,” OPM said.

Agencies are to submit a 2015 accomplishment report with supporting documents and appendixes and a 2016 plan with a plan certification.
