
Among agency management-related bills recently offered in Congress are:
• S-709, to update the Government Performance and Results Act by requiring OMB to regularly conduct strategic reviews of agencies’ performance goals and ensure they are following through with their strategic plans and enhance the data on performance.gov. “This will improve transparency and accountability on how federal agencies are working to save taxpayer dollars and improve delivery of essential services across the nation,” sponsors said.
• S-666, to require agencies to identify wasteful or duplicative programs to potentially eliminate based guidance OMB would issue and to publicly identify them in the federal program inventory and notify Congress. Agencies then would submit recommendations to Congress for legislation to consolidate or eliminate those programs.
• S-679, to require agencies to submit to the GAO a report on rules that are revoked, suspended, replaced, amended, or otherwise made ineffective.
• S-717, to expand the types of information agencies must publish publicly in plain writing to include nearly all information, guidance, instructions, and other public materials are drafted in plain writing. The bill also would mandate that all new and existing agency websites meet the new requirements within one year.
• HR-1487, to clarify OPM’s responsibility; require that OPM directors be selected without regard to political affiliation and have HR leadership experience meeting certain criteria; require that the agency’s chief management officer be a career official; and create an advisory committee to “help the director better understand stakeholder needs, concerns, and ideas as they relate to OPM’s policymaking and operations.”
