Collins called for "effective planning and aggressive management" to get the TASC program up to speed and within cost.

She noted that the department already dropped $52 million on an earlier initiative to consolidate financial management systems, and lamented that measurable results were not achieved.

The GAO report calls on DHS to direct the Resource Management Transformation Office to expedite the completion of the development of the TASC financial management strategy and plan so that the department is well positioned to move forward with an integrated solution.

It said DHS also needs to identify the business processes needing standardization to facilitate implementation of the new system, establish contractor oversight mechanisms to monitor the TASC program, and develop a human capital plan for the TASC program that identifies needed skills for the acquisition and implementation of the new system.

"Unfortunately, these new reports underscore that the urgency for aggressive action remains," Collins said.

The IG found six material weaknesses, two significant deficiencies in internal controls, and five instances of noncompliance with laws and regulations. One area of material weakness was IT controls and financial system functionality.
